Rice Beef Goulash

1 lb ground beef
1 small onion, chopped
2 cloves garlic, minced
3/4 cup red wine
1 tsp dried sage
1/2 tsp dried basil
1 cup tomato sauce
1 1/2 cups beef broth
1 cup white rice

Brown beef in pan. Add onion and garlic and saute until translucent. Add wine, sage, basil. Cook until wine has evaporated (important or it tastes funny). Add remaining ingredients. Bring to a boil. Reduce heat and cover. Simmer for about 25 minutes.
